Defence Minister Arun Jaitley on Monday is scheduled to visit the Indo Pakistan Border areas - touch the last mile of the Indian Borders near Wagah in Amrtisar. In his other responsibility as Finance Minister also would review the Drug smuggling with Revenue Officials. Visit to Golden temple offer prayers plus have special lunch with his friends at his newly renovated Bungalow which he purchased early this year.  It is also his Parliamentary constituency. 
Attraction is Arun Jaitley will travel frquently to Amrtisar in the coming years.

Bringing two Chief Ministers Nara Chandrababu Naidu and K Chandrasekhar Rao over a discussion table is a bright initiative.  This was the observation of  Prime Minister Narendra Modi when E S L Narasimhan Governor of Andhra Pradesh briefed him over phone on Sunday evening.  Prime Minister asked Governor to meet him on Thursday in Delhi.
Two warring Chief Ministers spent three hours with the Governor in Raj Bhawan sorting out major differences of perceptions. Prime Minister also suggested to Governor Narasimhan to engage these two Chief Ministers with discussions- please invite for Dinner both the Cabinets of Chandrababu Naidu and Chandrasekhar Rao at Raj Bhawan. From Centre the funds allocations for both states will be to the satisfaction of both Telangana and Andhra Pradesh was the word of encouragement from Prime Minister

Speaker of Lok Sabha Sumitra Mahajan is flooded with requests from 500 Members of Parliament-for inclusion of his or her name in the "powerful" Standing Committees..  Before the Winter Session of Parliament 45 committees will be in position. List is almost ready. Sumitra Mahajan wanted to consult the Leader of the Lok Sabha Narendra Modi and also Venkaiah Naidu parliamentary affairs minister before announcing the compositin of the committees.
Sumitra Mahajan does not hide the fact that 400 MPs were silent in debates -question hour-but 44 created a ruckus
and  adjourned the House.  People are watching how the majority of the House were maintained a stotic silence while 44 minority stalled the proceedings.

अब दक्षिण पर निगाहें

सद के मानसून सत्र ने भारतीय जनता पार्टी के नेतृत्व वाली राजग सरकार के भविष्य की राजनीति और उसके सम्मुख मौजूद चुनौतियों के संकेत दे दिए हैं। इससे यह भी साफ होता है कि आगामी शीत सत्र के स्वरूप और सोलहवीं लोकसभा के भविष्य के निर्धारण में दक्षिण भारत की क्षेत्रीय पार्टियों की अहम भूमिका रहेगी। लोकसभा और राज्यसभा की प्रेस गैलरी में बैठकर महीने भर लंबे मानसून सत्र का राजनीतिक विश्लेषण करते हुए एक व्यापक तस्वीर उभरती है।
सर्वप्रथम तो भारतीय जनता पार्टी का अन्नाद्रमुक, तेलगुदेशम पार्टी, वाईएसआर कांग्रेस और तेलंगाना राष्ट्र समिति जैसी क्षेत्रीय पार्टियों के प्रति झुकाव दिख रहा है। दूसरी ओर भाजपा ने बेहद प्रभावी ढंग से कांग्रेस को बेअसर कर रखा है, जो अभी तक हार के सदमे से बाहर नहीं निकल पाई है। गौरतलब है कि कांग्रेस के मौजूदा 44 सांसदों में 20 सांसद दक्षिणी राज्यों से हैं। इसके अलावा भाजपा का अन्नाद्रमुक के सामने लोकसभा उपाध्यक्ष के पद का प्रस्ताव रखना भी तमिलनाडु में राजनीतिक गठजोड़ के नजरिये से महत्वपूर्ण है।
गौरतलब है कि मानसून सत्र में अब तक अन्नाद्रमुक ने कांग्रेस को जिस तरह खामोश करके रखा है, यह देखते हुए उसे भाजपा की बी टीम मानना उचित होगा। इसके अलावा यह जानना भी महत्वपूर्ण है कि भाजपा किस तरह दक्षिण में अपनी पहुंच बढ़ा रही है, और किस तरह उसने कांग्रेस की सीटों और उसके वोट प्रतिशत को नुकसान पहुंचाया है।
दक्षिणी की राजनीति को समझने के लिए कुछ मुद्दों को अच्छी तरह से समझना होगा। यूपीए सरकार के आखिरी दिनों में कांग्रेस आंध्र प्रदेश के विभाजन के लिए जिम्मेदार थी। इसको लेकर कांग्रेस के खिलाफ लोगों की नाराजगी का फायदा भाजपा और टीडीपी को मिला। इसी तरह लोकसभा चुनाव के दौरान कर्नाटक, केरल, आंध्र प्रदेश और तमिलनाडु में जातिगत समीकरणों और उनके राजनीतिक प्रभावों का लाभ भी इन दोनों पार्टियों को मिला।
लोकसभा चुनाव में इन चार राज्यों में ब्राह्मणों और ऊंची जातियों का पूरा सफाया हो गया। दरअसल रेड्डी, खम्मा, कापूस, वोक्कालिगा, लिंगायत, इझावा, नायर और गौंडर दक्षिणी राज्यों की प्रभावशाली जातियां हैं। लोकसभा चुनाव में इन सभी जातियों ने कांग्रेस को पूरी तरह नकार दिया, जिसका फायदा क्षेत्रीय दलों, और एक तरह से भाजपा को भी मिला।
दक्षिणी राज्यों की राजनीति के मद्देनजर नरेंद्र मोदी की शख्सियत का विश्लेषण करना खासा दिलचस्प है। दरअसल उन्होंने अकेले अपने दम पर आंध्र प्रदेश, कर्नाटक, केरल, तमिलनाडु, तेलंगाना और पुदुचेरी में कांग्रेस का सफाया किया। लोकसभा चुनाव अभियान के दौरान पूरे दक्षिण भारत में 54 बड़ी रैलियां करके मोदी ने यहां के मतदाताओं के दिलों में घर बनाया है।
वर्ष 2016 में तमिलनाडु और केरल में विधानसभा चुनाव होने वाले हैं। भाजपा के नवनियुक्त अध्यक्ष अमित शाह इन राज्यों में भाजपा को पुनर्जीवन देने की योजना बना रहे हैं। मोदी और अमित शाह की जोड़ी कितनी लाजवाब है, यह कांग्रेस और द्रमुक के नेता बखूबी समझते हैं। अब यह जोड़ी 2016 के विधानसभा चुनावों को 2019 के लोकसभा चुनाव जैसा बनाना चाहती है। उनका असल सपना ′कांग्रेस मुक्त दक्षिण भारत′ का है।
गौरतलब है कि दक्षिणी राज्यों में कुल 900 विधानसभा क्षेत्र और 130 लोकसभा सीटें हैं। अमित शाह ने दक्षिण के भाजपा नेताओं तक संदेश पहुंचा दिया है कि 2019 में वह कम से कम 50 लोकसभा सीटों और 119 विधानसभा सीटों पर फोकस करेंगे। मगर बड़ा सवाल है कि भाजपा यह करेगी कैसे। ′सबका साथ, सबका विकास′ का नारा देने वाले नरेंद्र मोदी के सामने दक्षिणी राज्यों तक पहुंच बनाने के संदर्भ में अटल बिहारी वाजपेयी की शैली का उदाहरण था, जिन्होंने केरल के ओ राजगोपाल और बाद में तमिलनाडु के थिरुनावकरासर को मध्य प्रदेश से राज्यसभा में भेजा। वह चाहते थे कि राजस्‍थान और महाराष्ट्र जैसे राज्यों से भी दक्षिण के राजनेता राज्यसभा में भेजे जाएं। यह उसी पहलकदमी का नतीजा है कि आर रामकृष्‍णा आज राजस्‍थान से राज्यसभा सांसद हैं।
वर्ष 2018 में कर्नाटक में विधानसभा चुनाव होने वाले हैं, जिस पर भाजपा की नजर है। वह वहां बेहतर प्रदर्शन करने के मद्देनजर अपनी संभावनाओं पर खासा ध्यान दे रही है। दक्षिण के जिस एक राज्य पर भाजपा अपनी नजरें गड़ाए हुए है, वह नवगठित तेलंगाना है। दरअसल नवगठित छोटे राज्यों पर भाजपा की शुरू से ही मजबूत पकड़ रही है, चाहे वह उत्तराखंड हो, छत्तीसगढ़ हो या झारखंड। ऐसे में, वह तेलंगाना में भी सत्ता में आना चाहेगी।
तेलंगाना के साथ ही भारतीय जनता पार्टी आंध्र प्रदेश में भी टीडीपी के साथ मिलकर अपनी पकड़ मजबूत करना चाहेगी। रही बात तमिलनाडु की, तो वहां के मतदाता भी बारी-बारी से आने वाली जयललिता और करुणानिधि की सरकारों से त्रस्त हो चुके हैं। उनकी इस परेशानी का उल्लेख मोदी अपने भाषणों में भी तमाम बार कर चुके हैं। 2016 के विधानसभा चुनाव में तमिलनाडु में भाजपा और अन्नाद्रमुक के नजदीक आने की पूरी संभावना है। नरेंद्र मोदी और जयललिता के बीच का तालमेल पहले ही बेहतर ढंग से आगे बढ़ रहा है। अपने चुनावी अभियान के दौरान नरेंद्र मोदी ने साफ-साफ बता दिया था कि भाजपा की रेल दक्षिण भारत में सरपट दौड़ेगी। केंद्र की सत्ता में आने के बाद जाहिर है, मोदी और उनके सहयोगी अब इसी दिशा में काम कर रहे हैं।

Monsoon session of Parliament has given a hint of future politics and challenges before the BJP Government.
It has sent out a clear signal that Southern regional parties will play a crucial role in conduct of Winter Session
and also future of sixteenth Lok Sabha

Clarity of the month long monsoon session if it is to be interpreted politically as viewed from Press Gallery of Lok Sabha and Rajya Sabha - a mega picture emerges. 

First and foremost is that BJP gravitating towards Southern regional parties like ADMK, TDP and also YSR Congress and Telangna Rashtraiya Samithi.TRS.  
                     
Second BJP has very effectively neutralised the Congress which is yet to come out of its complete rout. Present strength of Congress with 44 if analysed 20 MPs come from Southern States.

Third interesting aspect is offer of Deputy Speaker of Lok Sabha to ADMK is significant from Tamil Nadu political alignments.

Fourth is ADMK silenced Congress benches in Monsoon session -thereby ADMK got branded as B team of BJP.

Beyond these Illustrations given above reader has to estimate the reach of BJP in southern states and how it galloped the space and voter share of Congress.  

To understand southern states politics-three issues are to be kept in mind. 

Congress Party in the last days of UPA Government was responsbile in bifurcation of Andhra Pradesh.  This discomforts and anger against Congress was taken advantage by BJP and TDP.  Similarly the Caste combination and their political positioning during Lok sabha polls - in Karnataka, Kerala Andhra Pradesh and Tamil Nadu.
Total elimination of Brahmins and upper castes in these four states  Reddy, Khamma, Kapus, Vogalikga and Lingayat,
Ezhavas, Nairs Thevar, Gownders are the dominat castes in Southern staes. in 2014 Lok Sabha polls all these communities had deserted Congress. that was beneficial to regional parties also in a way to BJP.

Very important is to analyse  the personality of Narendra Modi with Southern states - he was mainly responsible in wipring out of Congress in  Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana and Puduchery  - in 2014 Modi has gone much deeper in the hearts of voters in these states. Modi addressed 54 mega rallies in South India. 

With Amit Shah elevation as President of BJP- if he steps into these four states, which obviously is his strategy.
In 2016 three Tamil Nadu, Kerala are going to assembly polls. Amit Shah has plans to revitalise BJP in these states.
Modi and Amit Shah is a deadly combination-which is well understood by Congress and  DMK leaders
To strategise to ensure by 2016 as a prelude to 2019 Lok sabha - a complete "Congress mukt Dakshin Bharat"
There are 900 assembly constituencies in southern staes, and 130 Lok Sabha seats. A major chunk  
What Amit Shah conveyed to leaders of BJP from south is that he would focus atleast 50 Lok Sabha in 2019 and 100 Assembly seats. How would BJP achieve this? With Modi slogan, "Saab ki haath Saab ki vikas"

Atal Bihari Vajpayee style of intrusions in South states was a model for Modi.  But for Vajpayee compelling BJP in Madhya Pradesh to accommodate O Rajagopal of Kerala and later Thirunavukarasar of Tamil Nadu to be elected to Rajya Sabha.  Atalji insisted one MP should be from Madhya Pradesh. He was keen to expand it to other states
like Rajasthan and Maharasthra.  That is why R Ramakrishna is now Rajya sabha MP from Rajasthan.

BJP is concentrating in Karnataka for 2018 Assmbly polls.  It will capture. Similarly there is another state where BJP is certain to rule is Telangana.  Reason, in NDA regime in 2002  when smaller states are created, since then
BJP is in power in Chhatisgarh, also  held on to Uttrakhand, Jharkhand. In all probablity, BJP may capture
Telangana. and also Andhra Pradesh with alliance of TDP.  Similarly in Tamil Nadu voters are dejected with the
alternate Governments of Jayalalitha and Karnunanidhi. Which Modi effectively stated in poll speeches. 
In 2016 assembly election in Tamil Nadu, BJP and ADMK is bound to get closer. Compulsions are not only
Hindutva style of Jayalalitha, but the chemistry between Modi and Jayallaitha are working well.

Narendra Modi mindset is clear-from his poll speeches. That BJP will make in roads in Southern States.

Prime Minister Narendra Modi has given a new look to the adminstration of PMO. A new Teen Murti inside PMO has emerged Modi has trifurcated hisOffice. Each will report to him directly on their allocation of responsibilities. "The Teen Murti" in PMO are Nripendra Mishra Principal Secretary Ajit Doval National Security Advisor and Dr P K Mira Additional Principal Secretary.  Infrastructures and Developmental issues are being dealt by Nripendra Mishra, while Ajit Doval has been entrusted with Security issues, External relations and Nuclear issues. This triumvirate will run the day to day administration of PMO, and they shall reprot directly to Narendra Modi.

Prime Minister Narendra Modi has also instructed Additional Principal Secretary Dr P K Misra shall attend the Union Cabinet meetings,  This instruction is being interpreted as a major change of protocol in PMO.  If Cabinet Secretariat and Personnel Department would not have stood in the way, Prime Minister was keen to designate Dr P K Misra as Principal Secretary - Two.  Since PMO is dealing with World Governments and World leaders-the decoration of Principal Secretary Two would not have gone well with the nicities. Hence Dr PK Misra got a coveted position as Additional Principal Secretary.

Second PMO has got a new look with trifurcation. Third- the Appointments Committee of the Cabinet (ACC) has been allocated to to Dr P K Misra.Prime Minister authorised Dr PK Misra to convene the  meetings of the Secretaries to Government of India.  Insiders say that this has effectively been put to action since last month.Working very smooth.  Also indicative of Cabinet Secretariat.losing its sheen.

Eight secretaries to Government of India suddenly stood up- while the power point presentation had just begun. This has caused Prime Minister Narendra Modi a discomfort. Reason, the sudden dramatic entry of Cabinet Secretary Ajit Seth to this meeting. The third chair from Prime Minister was to be vacated for Ajit Seth. Few minuets were lost in this drill of musical chair. The agenda papers circulated to these eight secretaries did not have the name of Cabinet Secretariat.  Why did Ajit Seth show his presence- Did he feel that Cabinet Secretariat authority was being tested?

E Bharat Bhushan Chief Secretary of Kerala is in the race for Chairmanship of Airport Economic Regulatory Authority Official announcement is expected shortly. But suddenly CPM leader and the former Kerala Chief Minister C Achudanandan wrote a three pages letter to Prime Minister with evidences of corruption charges against Bharat Bhushan. Ranjeet Ranjan Congress MP from Bihar and her huband is Pappu Yadav MP of RJD. On Friday Ranjeet Ranjan controlled the agitated her husband Pappu Yadav to resume seat and not to disturb the proceedings of Lok Sabha. But for Ranjeet Ranjan intervention-Pappu Yadav would not have been silenced.

Anand Sharma - Sriprakash Jaiswal and Rajesh Kumar Mishra former Varanasi MP , these three were seen in a corner of Central Hall. Their focus is on Madhusudan Mistry and Rahul Gandhi. While on the other end South Indian Congress MPs from Kerala and Karnataka were heard using bad words against Jyotiraditya Scindia. Thambidurai ADMK leader is set to become Deputy Speaker of Lok Sabha before closure of Monsoon session of Parliament. BJP has been insisting that Thambidurai may have to resign the highest position he holds in ADMK 
as Propoganda Secretary. Legal experts also quote that conflict of interest if he does not resign from coveted party post from ADMK- would land his elevation on a legal scrutiny in Apex Court. Narendra Modi is upset with many of the top BJP functionaries.
After the Uttarakhand results where BJP was defeated- Modi wants
to spend more time now for BJP organisational aspects. Modi not only watching the performances of Union Ministers and BJP MPs in Parliament
added to it RSS feed back on each minister was discussed at the Dinner meet. Buzz in the top BJP circles is that Nitin Gadkari will be new Home Minister. He will be foreceful in dealing with the pending cases pertaining to Sadhvi Pragya-- Dharmendra Pradhan will get a shift from Petroleum to Agriculture where his father was Union Minister in Vajpayee regime. Six Union Ministers are now being watched by PMO. And they will be suitably shifted by November shuffle.

BJP effectively handled the Budget session. Its soft approach on conducting business in Rajya Sabha - to get along with the Congress
while in Lok Sabha the BJP depended more on AIADMK, BJD and TMC to neutralise the Congress.  Therefore two pronged approach- blow cold in Rajya Sabha blow hot in Lok Sabha. But in Winter session of Parliament

Four names are under consideration for Rajya Sabha MP from Madhya Pradesh - the seat vacated by Kaptan Singh Solanki.
As Solanki is appointed as new Governor of Haryana,  M J Akbar, leading journalist and spokesperson of the BJP is considered hot favouritre though names of Dr Subramanian Swamy, Arun Shourie  or of a leading economist are being mentioned. Interestingly, Kaptan Singh Solanki is considered close to L K Advani and Vasundharraje Scindia and his name was also mentioned for the post of BJP chief. Narendra Modi wanted him as Governor of Haryana and told to vacate his Rajya Sabha seat.

It is now almost certain that former Attorney-General of India Soli Sorabji and former Chief Justice of India P Sathasivam will be made governors. The delay is due to their insistence to go to Karnataka. Sorabji now wants a retired life and the Prime Minister has no objection either. But Sathasivam also wants to be in Karnataka as he hails from Tamil Nadu. He is being persuaded to go to Kerala

Ravi Shankar Prasad may have lost the External Affairs portfolio to Sushma Swaraj. But since then his graph is on the rise in the Modi government. He has three portfolios-Law, Telecom and IT. He member of the powerful Cabinet Committee on Political Affairs. Now he has been made key member of the media committee headed by Arun Jaitley. But Sushma Swaraj has been kept out. Recently, Modi reported to have expressed his unhappiness as she messed up discussion on Gaza in Rajya Sabha and it remained adjourned for three days when Modi was out on the BRICS tour. She is always looking angry and lost in Parliament.

Press Council of India chairman and former Supreme Court judge Markandey Katju called on the Information & Broadcasting Minister Prakash Javdekar recently. He apprised him as to what all he had done during his three year stint at the PCI which is ending on October 11 this year. A majority of members of the PCI representing federations and organizations want Katju’s term be extended for another three years considering his “contribution.” Javdekar consulted PM Modi and Arun Jaitley and both were amused.

KIRAN REDDY SCARED GROUP OF MINISTERS ON TELANGANA

Kiran Kumar Reddy Chief Minister of Andhra Pradesh on Monday
said that if Andhra Pradesh is bifurcated,  there will be a political instability naxal threats  terrorists and Communal violence and maintaining law and order in Hyderabad will be very difficult with communally hypersensitive Hyderabad. Kiran Reddy therefore appealed to the wisdom of decision makers at national level not to split the beautiful state of Andhra Pradesh.

Kiran Reddy  rolled out facts and figures and scared the Group of Ministers with Internal security issue for not to create Telangana.  Kiran Reddy said three aspects 
Kiran Reddy argued for united Andhra Pradesh-by focussing the speeches of Prime Minister Dr Manmohan Singh in various meetings on Left Wing Extremism. Dr Manmohan Singh said that Naxalims is the single biggest internal security challenge ever faced by India

Kiran Reddy while concluding his presentation stated the following three important points.

Kiran Reddy said that expected political instability coupled with limited resources of Law Enforcement on account of smaller size of the Telangana state will have serious implications for countering the threat of Naxals Terrorists and communal violence.

The re-emergence of Naxal  violence in Telangana state will automatically lead to increase in Naxal activity in the residual state of Andhra Pradesh too

The law and Order situation in Hyderabad city will come under severe stress and strain on a regular basis.
The division of the state has therefore dangerous implications to the safety and security of people of both the new states proposed especially to the people of Hyderabad City.

Therefore the division of the state is not recommended in over all interests of safety and security needs of people of both the regions.
