NEW DELHI POLITICAL GRAPEVINE SNIPPETS
for publication on Monday August 8, 2011

Thanks
R Rajagopalan
New Delhi
-----------------------------------------
Global market crash-added to that
of Sonia Gandhi being hospitalised, a mid night telephone
call by a senior most Union Minister
to his most trusted colleague, with a crisp one liner
"in case free and not sleepy just come" Promptly
the Minister drove his personal car, by looking road
signs-as lots of barricades were put for night security.
Both discussed for two hours, two sudden set backs.
Another interesting behind the scene was,
Thursday cabinet meet. It was to approve only
one agenda which should have been over in fifteen minutes,
went on for more than one hour, with out officials,
Usually during parliament session the cabinet meetings
are held around six pm and that too inside Parliament House
in PM's chambers. Expectedly worried Ministers deliberated
on Sonia Gandhi health.

But on the night of Friday and early hours of Saturday
also seen hectic parleys amongst Congress Ministers
most revealing. They are yet to come out of the shock
news of Sonia Gandhi rushing to US. On Friday morning
Congress MPs in Central Hall seen worried over
future of Government and their political career.

---------------------------------------------------------
Mamta Banerjee Chief Minister of West Bengal surprised
MK Alagiri the Union Minister of Fertiliser with an affectionate
pinch on his cheek. With a political message, that Congress
always dumps its trusted allies. Therefore do not believe
the Congress, they would eat into DMK base.Minister
MK Alagiri who drove to greet Mamta on the landslide victory
was shocked at the utterances. Mamta Banerjee has been told
about the massive arrests spree is taking place in Jayalalitha
regime in Tamil Nadu. According to Mamta, the Centre should
now rein in Jayalalitha not to harrass or be vindictive on DMK cadres
--------------------------------------------------------
Committee on Provision of Computer
Equipment to Members of Rajya Sabha had enhanced the
financial entitlement of Members by 50,000/- to
facilitate purchase of the approved E-reader
compatible devices (Apple iPad2 and Samsung
Galaxy Tab) to reduce their dependency on paper
copies of Parliamentary documents.   In this context,
Members are informed that NIC has developed a software
application to facilitate easy access to daily
Parliamentary Papers through Apple iPad2 and
Samsung Galaxy Tab devices.  Using this application
Members shall be able to access the latest List of
Business, Papers Laid on the Table of the House,
latest Parliamentary Bulletins, Questions Lists,
and Members Birthdays on their devices.
--------------------------------------
PMO informed the Rashtrapathi Bhavan to call off
the Governors Conference to be held in the third
week of August. Reason was the on going parliament
session. But real issue was political. To have a
Governors Conference in November with
new Governors. Sacking of a governor
who is to be indicted by Enforcement Directorate.
is an internal issue of AICC and PM does not
want to see the Governor in the Conference.

AICC REMOVED LAL BHADUR SASTRI SON ANIL EDITOR SANDESH

5 Aug 2011

RENUKA CHOUDHARY AND RASHID ALVI ARE NEW SPOKESPERSON OF AICC
LAL BAHADUR SASTRI SON ANIL SASTRI REMOVED AS EDITOR OF SANDESH
SURESH PACHAURI'S RETURN TO CENTRAL STAGE

by a delhi correspondent

NEW DELHI: Former Madhya Pradesh Congress President Suresh Pachauri, who was egging for a birth again in the Union Ministry, returns to the central stage as the convener of the AICC's Research and Coordination Department and its sub-group while former union minister Renuka Chowdhary and Rashid Alvi, both from Andhra Pradesh, join the team of the party spokespersons.

The major change, however, is in the party's mouth piece Sandesh because of some embarrassing goof-ups in its recent issues. Its editor Anil Shastri and his aide Pankaj Sharma have been shunted out as chairman and secretary of the Hindi department while Rajasthan MP Dr Girija Vyas becomes the new editor of Sandesh with Union Ministers Salman Khurshid and Jairam Ramesh as members of the editorial board. Vyas is also chairperson of the Vichar Vibhag.

Chief spokesman Janardan Dwivedi on Friday announced the changes made in the AICC set-up by Congress President Sonia Gandhi before going abroad for the surgery. Renuka replaces Jayanthi Natarajan, who is now environment minister, while Rashid Alvi has been brought in place of Dr Shakeel Ahmed, an ex-junior home minister from Bihar.

Dr Shakeel Ahmed, a permanent invitee to CWC, however, continues to be incharge of West Bengal, Jharkhand and Andaman & Nicobar Islands.

Nagpur MP Vilas Muttemwar, who was made a party general secretary on the day of the Cabinet reshuffle, has been given charge of monitoring the government flagship programmes as also the party programmes with Vivek Bansal attached to him as a secretary.

The research and coordination department that Pachauri heads has high-profile members like general secretaries Digvijay Singh, Ghulam Nabi Azad and Mukul Wasnik as also union ministers Ambika Soni, Pawan Bansal, Anand Sharma and Jairam Ramesh, besides spokespersons Renuka Choudhary and Manish Tewari and Delhi MP Sandeep Dikshit, son of Chief Minister Sheila Dikshit. The small sub-group of the department has Bansal, Jairam Ramesh and Dikshit as members.

Rajya Sabha member Dr Karan Singh is chairman of the foreign affairs department, with union minister Anand Sharma as vice chairman and Manish Tewari as secretary. Major Ved Prakash has been made chairman of the ex-servicemen Department with Capt Praveen Davar continuing as its secretary. Ms Achana Dalmia has been made incharge of the grievances cell.

SONIA GANDHI ABSENCE MEANS A LOT

Sonia Gandhi absence means a lot?

NAC, UPA2, Core Committee and
huge number of trusts and foundations
will be headless

By R Rajagopalan

Sonia Gandhi absence for three weeks means a lot.
Who will lead and coordinate NAC and UPA2
the most two powerful bodies will be headless
till September 2011, and the running of it has not yet been
entrusted with anyone.

And apart from these Sonia Gandhi is also presiding over
six top posts. Jawahar Lal Nehru Memorial
Rajiv Gandhi Foundation,Anand Bhavan, Swaraj Bhavan
Put together, these trusts runs into hundreds of crores.

Politically the UPA2 was to enact Telangana,Governors appointments
and when she returns the pressure on her to work out the
strategies for 5 state assemblies especially Uttar Pradesh.

In the past 7 years, Sonia Gandhi positioned in such a key
position, nothing moved without her nod. The real heat
will now be felt by the Prime Minister in particular.

Speculations are now ripe after Sonia Gandhi found
AK Antony -the utility of Pranab Mukherjee

Rahul Gandhi's new Amar Akbar Antony team like his father had!

Sonia Gandhi nominated committee of running day to day affairs
of AICC with Rahul Gandhi,A K Antony, Ahmed Patel and Janardhan Diwedi
is some what similar to that of Rajiv Gandhi as Prime Minister
held three top advisors Arun Nehru-Ahmed Patel and Oscar Fernandes.
Be it Rajiv Gandhi or Rahul Gandhi the team is a "Amar Akbar Antony" style

LOK PAL BILL ON THURSDAY WITH ANNA DRAFT

4  Aug 2011

EXCLUSIVE

LOKPAL BILL ON THURSDAY, WITH ANNA DRAFT !

From R Rajagopalan

NEW DELHI: The government is introducing the controversial Lokpal Bill in the Lok Sabha on Thursday for establishing the institution of Lokpal (ombudsman) to inquire into allegations of corruption against the public functionaries in high places.

The 41-page Bill Iis dated August 1 but circulated by the Lok Sabha Secretariat to the MPs on Wednesday surprisingly also contains an analysis of another bill drafted by the civil society led by Gandhian Anna Hazare. The analysis has been carried out by the PRS Legislative Research of the Lok Sabha Secretariat, comparing two draft Bills of the joint committee and recommendations of various expert committees on the questions framed by the government on the Lokpal Bill.

The Hazare group has been lobbying that its draft should be also circulated to the Parliamentarians to let them decide what should be the best in enacting a law to curb corruption. The Loksabha Secretariat has fulfilled its wish and that could not have been done but for an express direction of Speaker Meira Kumar.

The analysis also provides vital statistics on some facts and figures of corruption cases against government officials and a background note on the Lokpal Bill, providing detailed look at genesis, history of the Lokpal and recommendations made by various committees.

Minister of State for Personnel V Narayanasamy will be moving the Bill for introduction. As the government has already announced, it will be then sent to a parliamentary standing committee for a thorough scrutiny before Parliament takes it up for passage.

PRICE RISE & 13/7 REPLIES: On Thursday at noon, Finance Minister Pranab Mukherjee will be replying to the day-long debate in the Lok Sabha on Wednesday on the price rise, followed by voting on it. CPI group leader Gurudas Dasgupta, who has moved an amendment to the BJP-Government compromise motion, may force a division to let people know who hold the government and its policies responsible for the unending inflation.

It is, therefore, to be seen how the main opposition BJP reacts as its former finnce minister Yashwant Sinha cited the wrong policies of the government leading to the price rise but the party has made a deal with the government to get its motion passed unanimously by a voice vote and without any division to count votes.

Home Minister P Chidambaram will be also replying to a short duration debate in the Rajya Sabha on the national security with reference to the 13/7 Mumbai blasts that remained inconclusive on Wednesday.

NINTH ATTEMPT: This is the ninth attempt to set up an institution of the Lokpal. A statement of objects and reasons attached to the Lokpal Bill points out that eight Bills were moved in the Lok Sabha in 1968, 1971, 1977, 1985, 1989, 1996, 1998 and 2001. All these Bills lapsed on dissolution of the respective Lok Sabhas except in case of the 1985 Bill that was withdrawn after its introduction. Had the government introduced the Bill in the Rajya Sabha this time, it would not have met fate of the previous Bills in case the present Lok Sabha is dissolved or completes its term before it passes the Bill.

The official government statement refers to the Joint Drafting Committee set up on April 8 to draft the Lokpal Bill to deal with complaints on corrupton against public functionaries in high places through a "stand-alone legislation." It also set the Lokpal will have own investigation and prosecution wings with such officers and employees "as felt by it to be necessary."

The category of public functionaries to come under its purview include a prime minister after he demits office, a minister of union, a member of Parliament, any group "A" officer or equivalent, as also chairperson and members or officers equivalent to Group "A" in any body, board, etc. established by an Act of Parliament or wholly or partly financed or controlled by the Centre and any director, manager, secreatry or other officer of a society or association or trust wholly or partly financed or aided by the government or in receipt of any donations from the public, except for organisations created for religious purposes.

The statement also notes that the Lokpal will have powers to search and seizure and certain powers of a civil court as also atatch property prima facie acquired by corrupt means. It says the Bill also provides for a mechanism to waive sanction or approval under Section 197 of the CrPC or Section 19 of the Prevention of Corruption Act.
