WITH HOME MINISTER

V K Duggal discussed and almost finalised
with the Union Home Minister P Chidambaram
five crucial aspects concerning  Title, Headquarters, 
accommodation,  adminstrative, financial and status 
for the  Consultative Committee to lay road map for 
Telangana. Since it is the first meeting between 
the Member Secretary VK Duggal, two joints 
secretaries in the Union Home Ministry were 
asked to liaise with Duggal.


TITLE OF THE MECHANISM TO LAY ROAD MAP

The Justice Srikrishna will head a Consultative Committee to lay road
map for a separate state demand in Andhra Pradesh.

HEADQUARTERS

Headquarters for the Consultative Committee  was discussed. Broadly it was agreed
that Hyderabad should be the headquarters. However, Chairman Justice Sri Krishna 
insisting that he may be permitted to use Mumbai as Headquarters for Chairman office.
He may be travelling to Hyderabad and Delhi frequently.

ACCOMMODATION

Accommodation space needed for Headquarters.
It has broadly been decided to seek
ten thousands square feet space. 

ADMINISTRATION AND LOGISTIC SUPPORT TO THE COMMITTEE

Administration. The Consultative Committee would take a blanket permission
from Union Ministry of Personnel, to recruit 15 Research Fellows who will be 
main link between the issues and the Committee. Also to get
retired government employees/transfer/ ad-hoc appointments for
the Consultative Committee. Apart from this roughly VK Duggal sought 
15 Stenographers. 50 Computer Terminals 10 landline phones, 
with mobile connections, fax machines, internet connections.

equipments

FIANANCIAL APPROVAL AND SANCTIONS

The Union Home Ministry will be the nodal ministry for financial sanctions.
for Consultative Committee on Telangana.Budgetary provisions will be drawn from the
Union Home Ministry.

STATUS OF THE CHAIRMAN AND MEMBER SECRETARY

Status. Since Justice Sri Krishna already enjoyed the status of a Union Cabinet Minister
when he was Chairman of the Sixth pay commission,; that will now be continuing

VK Duggal is now holding a status of a Union Minister of State. as member of the
centre state relations committee. He will be permitted to hold both charges.
and also continue with the same status.
The other members of the committee will hold status of
Secretaries to Government of India status and pay.
They are: Professor (Dr.) Ranbir Singh, 
Vice-Chancellor, National Law University, Delhi; Dr. Abusaleh Shariff, 
Senior Research Fellow, International Food Policy Research Institute, 
Delhi; Dr. (Ms.) Ravinder Kaur, Professor, Department of Humanities 
and Social Sciences, IIT, Delhi;
