Prime Minister Narendra Modi has given a new look to the adminstration of PMO. A new Teen Murti inside PMO has emerged Modi has trifurcated hisOffice. Each will report to him directly on their allocation of responsibilities. "The Teen Murti" in PMO are Nripendra Mishra Principal Secretary Ajit Doval National Security Advisor and Dr P K Mira Additional Principal Secretary.  Infrastructures and Developmental issues are being dealt by Nripendra Mishra, while Ajit Doval has been entrusted with Security issues, External relations and Nuclear issues. This triumvirate will run the day to day administration of PMO, and they shall reprot directly to Narendra Modi.

Prime Minister Narendra Modi has also instructed Additional Principal Secretary Dr P K Misra shall attend the Union Cabinet meetings,  This instruction is being interpreted as a major change of protocol in PMO.  If Cabinet Secretariat and Personnel Department would not have stood in the way, Prime Minister was keen to designate Dr P K Misra as Principal Secretary - Two.  Since PMO is dealing with World Governments and World leaders-the decoration of Principal Secretary Two would not have gone well with the nicities. Hence Dr PK Misra got a coveted position as Additional Principal Secretary.

Babudom is bubbling with enthusiasm. For reasons. First and foremost is that  Prime Minister Narendra Modi dails up Secretaries on RAX This has esnured the comfort level of Secretaries with the Prime Minister directly.  -(RAX phone is meant only for seniormost functionaries in Government of India)  That PMO has regained its lost importance. Second PMO has got a new look with trifurcation. Third- the Appointments Committee of the Cabinet (ACC) has been allocated to to Dr P K Misra.Prime Minister authorised Dr PK Misra to convene the  meetings of the Secretaries to Government of India.  Insiders say that this has effectively been put to action since last month.Working very smooth.  Also indicative of Cabinet Secretariat.losing its sheen.

Eight secretaries to Government of India suddenly stood up- while the power point presentation had just begun. This has caused Prime Minister Narendra Modi a discomfort. Reason, the sudden dramatic entry of Cabinet Secretary Ajit Seth to this meeting. The third chair from Prime Minister was to be vacated for Ajit Seth. Few minuets were lost in this drill of musical chair. The agenda papers circulated to these eight secretaries did not have the name of Cabinet Secretariat.  Why did Ajit Seth show his presence- Did he feel that Cabinet Secretariat authority was being tested?

E Bharat Bhushan Chief Secretary of Kerala is in the race for Chairmanship of Airport Economic Regulatory Authority Official announcement is expected shortly. But suddenly CPM leader and the former Kerala Chief Minister C Achudanandan wrote a three pages letter to Prime Minister with evidences of corruption charges against Bharat Bhushan. Cabinet Secretariat and Establishment Officer do not want to touch this file. Quickly they marked it to PMO.for final orders.

It is all about the Membership in Standing Committees and other financial committees. The BJP intention is to have "Congress mukht Parliamentary Committees" by consensus and no elections. Ranjeet Ranjan Congress MP from Bihar and her huband is Pappu Yadav MP of RJD. On Friday Ranjeet Ranjan controlled the agitated her husband Pappu Yadav to resume seat and not to disturb the proceedings of Lok Sabha. But for Ranjeet Ranjan intervention-Pappu Yadav would not have been silenced.

Anand Sharma - Sriprakash Jaiswal and Rajesh Kumar Mishra former Varanasi MP , these three were seen in a corner of Central Hall. Their focus is on Madhusudan Mistry and Rahul Gandhi. While on the other end South Indian Congress MPs from Kerala and Karnataka were heard using bad words against Jyotiraditya Scindia. What is happening in Congress None can estimate such "group gossip sessions"

Narendra Modi is upset with many of the top BJP functionaries.
After the Uttarakhand results where BJP was defeated- Modi wants
to spend more time now for BJP organisational aspects. Modi not only watching the performances of Union Ministers and BJP MPs in Parliament
added to it RSS feed back on each minister was discussed at the Dinner meet. Buzz in the top BJP circles is that Nitin Gadkari will be new Home Minister. He will be foreceful in dealing with the pending cases pertaining to Sadhvi Pragya-- Dharmendra Pradhan will get a shift from Petroleum to Agriculture where his father was Union Minister in Vajpayee regime. Six Union Ministers are now being watched by PMO. And they will be suitably shifted by November shuffle.

BJP effectively handled the Budget session. Its soft approach on conducting business in Rajya Sabha - to get along with the Congress
while in Lok Sabha the BJP depended more on AIADMK, BJD and TMC to neutralise the Congress.  Therefore two pronged approach- blow cold in Rajya Sabha blow hot in Lok Sabha. But in Winter session of Parliament 
BJP approach will be totally different. Wait and watch this space for more hot news. To put Congress in tight spot.

Four names are under consideration for Rajya Sabha MP from Madhya Pradesh - the seat vacated by Kaptan Singh Solanki.
As Solanki is appointed as new Governor of Haryana,  M J Akbar, leading journalist and spokesperson of the BJP is considered hot favouritre though names of Dr Subramanian Swamy, Arun Shourie  or of a leading economist are being mentioned. Interestingly, Kaptan Singh Solanki is considered close to L K Advani and Vasundharraje Scindia and his name was also mentioned for the post of BJP chief. Narendra Modi wanted him as Governor of Haryana and told to vacate his Rajya Sabha seat.

It is now almost certain that former Attorney-General of India Soli Sorabji and former Chief Justice of India P Sathasivam will be made governors. The delay is due to their insistence to go to Karnataka. Sorabji now wants a retired life and the Prime Minister has no objection either. But Sathasivam also wants to be in Karnataka as he hails from Tamil Nadu. He is being persuaded to go to Kerala

Ravi Shankar Prasad may have lost the External Affairs portfolio to Sushma Swaraj. But since then his graph is on the rise in the Modi government. He has three portfolios-Law, Telecom and IT. He member of the powerful Cabinet Committee on Political Affairs. Now he has been made key member of the media committee headed by Arun Jaitley. But Sushma Swaraj has been kept out. Recently, Modi reported to have expressed his unhappiness as she messed up discussion on Gaza in Rajya Sabha and it remained adjourned for three days when Modi was out on the BRICS tour. She is always looking angry and lost in Parliament.

Press Council of India chairman and former Supreme Court judge Markandey Katju called on the Information & Broadcasting Minister Prakash Javdekar recently. He apprised him as to what all he had done during his three year stint at the PCI which is ending on October 11 this year. A majority of members of the PCI representing federations and organizations want Katju’s term be extended for another three years considering his “contribution.” Javdekar consulted PM Modi and Arun Jaitley and both were amused.

Kiran Kumar Reddy Chief Minister of Andhra Pradesh on Monday
said that if Andhra Pradesh is bifurcated,  there will be a political instability naxal threats  terrorists and Communal violence and maintaining law and order in Hyderabad will be very difficult with communally hypersensitive Hyderabad. Kiran Reddy therefore appealed to the wisdom of decision makers at national level not to split the beautiful state of Andhra Pradesh.

Kiran Reddy  rolled out facts and figures and scared the Group of Ministers with Internal security issue for not to create Telangana.  Kiran Reddy said three aspects 
Kiran Reddy argued for united Andhra Pradesh-by focussing the speeches of Prime Minister Dr Manmohan Singh in various meetings on Left Wing Extremism. Dr Manmohan Singh said that Naxalims is the single biggest internal security challenge ever faced by India

Kiran Reddy said that expected political instability coupled with limited resources of Law Enforcement on account of smaller size of the Telangana state will have serious implications for countering the threat of Naxals Terrorists and communal violence.

The re-emergence of Naxal  violence in Telangana state will automatically lead to increase in Naxal activity in the residual state of Andhra Pradesh too

The law and Order situation in Hyderabad city will come under severe stress and strain on a regular basis.
The division of the state has therefore dangerous implications to the safety and security of people of both the new states proposed especially to the people of Hyderabad City.

Therefore the division of the state is not recommended in over all interests of safety and security needs of people of both the regions.

DMK failed to expose ADMK
JAYALALITHA WILL BAG 28 MPs
CONGRESS  HAS NO PRESENCE IN TAMIL NADU

AIADMK is in control of Tamil Nadu-   There is no Opposition to ADMK
Karunanidhi's DMK  is fragmented with family dissensions.  
And no presence of Congress in the Tamil Nadu. 
This is the grispy description about politics of Tamil Nadu.

Congress leaders are invisible. ADMK has driven out Congress from
Tamil Nadu

That is why a senior political commentator told me that 
Jayalalitha is the modern Mahishasuramardhini 
who has taken birth to trounce Congress in Tamil Nadu.


Projections of ADMK prospects in Lok Sabha?

Visualising a possibility in the state of Tamil Nadu in the ensuing
Lok Sabha polls. 

ADMK is bound to sweep the state. My estimate is that Jayalalitha
would bag somewhere 25 to 28.  DMK 5 to 8. And ADMK allies
like Vaiko, CPI CPM might take the rest. This means wipe out
of Congress and Vijaykant DMDK.

How UPA ignored Tamil Nadu?

UPA leadership also failed to attract ADMK 
not only from the party to party contact, the UPA2 with vengence
against Jayalalitha did not try to reach out to ADMK 
from the angle of Centre and State Governments. 
It is a sad commentary that none of the Union Ministers
had discussed the basic issues pertaining to the 
economic, commercial and public werlfare  developments of
Tamil Nadu   None of the Union Ministers drove to Tamil Nadu
Secretariat to meet Jayalalitha.  The arrogant behaviour of
few Union Ministers made Jayalalitha and also ADMK to go
after Congress in the state and finish the Congress roots in the
state.

What are crucial issues ?

Crucial issues in Tamil Nadu are three.  Power shortage-slow 
motion of infrastructure developments and massive hike in bus fare and 
in essential commodities prices

Corruption of course is an issue in Tamil Nadu, but Jayalalitha 
In her two years of regime-did not go in for with glare.

Sri Lankan Tamil issue was a temporary baloon floated by
one section of DMK, which grounded with their withdrawal of
support to UPA.

Why DMK is disintegrated?

DMK is ridden with family disputes. When I interacted with a senior DMK leader
and son of Karunanidhi- he openly confessed that future of DMK without his father
is bleak. And he agreed that one section would surrender to ADMK.

And politically speaking weakened DMK is an asset to -Jayalalitha
ADMK does not have a single enemy in the state of Tamil Nadu.

And that is proved - as Jayalalitha approached the Rajya Sabha elections. 
She has comfortable majority in the state assembly- ADMK could have bagged five seats
out of six. But she let go one for the sake of CPI. And this calculated political gamble
had put the DMK in tight spot. Jayalalitha anticipated that DMK would again try out with Congress

Closely interacted with top leaders of  ADMK, DMK and DMDK and PMK during my ten days visit
to Tamil Nadu- gave me an understanding that negative factors of the ruling ADMK  are not properly
being politically encashed or exploited by major opposition party DMK. 

The power shortage in the state should have created a public outburst. DMK failed to do this.
Needless to say that  timely rains-saved ADMK  

But too calculated moves of Jayalalitha during the peak summer has been - 
to ensure that ADMK sympathisers and her voter bank
is given "daily doses of incentives"  Amma Unavagam- Amma canteen is too popular
Cheap idlies and snacks. She found such gimmicks pay political dividends to ADMK

Exactly after a fortnight of Amma Canteen, Jayalalitha has gone in for providing subsidies
vegetables. And she announced from C N Annadurai birthday September 15 onwards
school going students will get cheaper mineral water bottle for Rs 10.

Having reported Parliament for 30 years- and my specialisation has been question hour.
That has given me immense knowledge on Governance.   What a clarity from
Question Hour a Political correspondent would get-with the articulation of many senior
BJP, Left and some Congress Ministers replies in Lok Sabha and in Rajya Sabha.

But in the state of Tamil Nadu this is missing.  For each and every question
the Chief Minister Jayalalitha replies. There is an absence of participation
and articulation of an issue by other political minds in the ADMK.

And here Jayalalitha of course certainly resembles like Narendra Modi
who also do not permit others to grow taller in their statures.

Such may be the regional aspirational trends in 2014 Lok Sabha polls
And future debates in Parliament.
